This comic is referring to the common method for reloading in arcade game type shooters where all you have to do to reload is shoot off the screen. The title text is tells you to watch out for the guy from comic 53: Hobby which is the people that randomly pop up at the police when they are performing a drug raid. This is referring to the random civilians that pop out and get shot that you lose points for.
