Even Wikipedia confirms the official Phil has been the same forecasting beast since 1887. Personally I'm a little unsure, I wonder if perhaps there may have been some substitutions along the way, however I cannot find any references to that happening... maybe I'm just too untrusting? You'd expect misinformation from Black Hat but in fact what features in the comic is all true.
