"TMI" is an acronym that means "too much information". It is typically used as a response to someone ''oversharing'' — telling details (usually gross, boring, or otherwise unpleasant) that the listener would rather not have heard. Here, however, Cueball may be using it in a more literal and absolute sense: he feels overwhelmed by the colossal amount of information that is now generally available to anyone with an Internet connection — or that exists, period.

The title text may refer to the huge amount of information there is in the ocean (or even in a single drop of water). It could also refeer to all the information needed to understand what an ocean is. It is also very possible that the title text is a reference to Hemingway's 'The Old Man and the Sea', comically simplifying the philosophical discourse of the novel into 'TMI'.
