 It seems to have been set up as the direct antithesis to the {{template|Incomplete}} tag, for raising an issue that the editor cannot currently/at all address themselves. Even though it also would be far more instructive to use that established template with something like "The sections about <foo> are too long and need rewriting" as the embedded statement/reason for its 'incompleteness'. Especially if an article is considered by someone (or seperate people) to be ''both'' missing information and yet also badly over-written.
