They mean that the color moves toward the red or blue side of the spectrum, from the (somewhat arbitrary) "middle" which is usually depicted as green. If the firetruck is coming toward the observer, they would be experiencing a blue-shift. If the fire truck is red, and moving very fast toward the observer, the apparent color would move toward the other end of the spectrum, but it may not be moving fast enough to get all the way to blue.
