: "Voice" in one sense could mean the use of vocal cords and mouth to produce audible speech, but in a more general sense it can be used to describe any verbal or nonverbal communication. (eg right now I am voicing my opinion on this subject) I suspect the latter is being implied here, although like most of the comics it's open to interpretation.
