The resolution is only about planets (or: celestial bodies) in "our" solar system: "RESOLUTION 5A The IAU therefore resolves that planets and other bodies in our Solar System, except satellites, be defined into three distinct categories in the following way:" So it's quite correct, that these objecst have to be around the Sun.
