The second ordering was actually covered in a story by Asimov, where a strengthed third law caused a robot to run around a hazard

The second ordering was actually covered in a story by Asimov, where a strengthed third law caused a robot to run around a hazard at a distance which maintained an equilibrium between not getting destroyed and obeying orders.
