Thinking more CCs is a measurement of medicine usually referring to pain killers. Maybe people are coming in with the hiccups and the doctor is going to hand out pain killers (or just sugar pills) saying they are a hiccup vaccine and is annoyed at having to do so.

Just noticed something else! maybe coincidence! But raccoons are known to have rabies.
