I feel like the way it's written and also the "update" in the title text is a reference to the NORAD Santa Tracker (or maybe the Google one). Given Randall's demonstrated frustration with Webb delays, the joke about the RSO shooting down Santa is almost certainly attributable to intolerance of another delay.
