The title text is an HTML attribute Randall puts on each xkcd image which normally adds something tangentially relevant to the topic of the comic. It can be accessed via hovering the mouse pointer over the image on the main site or clicking the Alt Text button on the mobile site. Many users refer to it as "Alt text" rather than "Title text". Ironically, Randall also uses the alt HTML attribute, but puts the title of the comic there.
