I haven't calculated for myself what US DST would actually average out at (presuming Randall is correct), but 'average year-round clock offset' for Europe (inc. UK, at least currently) would be different because it starts ''one week earlier'' (last Sunday in March, rather than first Sunday in April, if I remember the months right).
