A license plate is sometimes included to allow the owner to identify that it is specifically their car that is involved.

He clearly only knows what instrument was used because he is holding the golf club, and presumably was the one who smashed the windshield. Thus, in an ironic sense, Black Hat is making an announcement which would usually be helpful in an ironic sense after having done something hurtful to the car.
