Regarding the "one surprise mystery outlet", I don't think it's necessary to assume it was wired that way by mistake. When extending the wiring in an existing house, it's not always easy to wire up an extra breaker, or use the most logically labelled one, and there may not be a compelling safety reason to do so. It was turned on when I moved in, and (barring actually any reason to mess with anything/’get a man in' for any other purpose) I've ''left'' it on.
