In the title text, an earlier conversation with his {{w|ophthalmologist}} has established Cueball's problems are due to the laser burning the digits straight onto his eyeballs, without regard to endangering his vision. Most previous depictions of Cueball have not shown him wearing glasses. Laser eye surgery was referenced along with other laser equipment in [[1681: Laser Products]].

Another explanation is that the "2023" in "2023 Laser Eye Surgery" is a pun on "20/20 Vision".  20/20 is a common way in the United States of denoting perfect {{w|Visual_acuity}}, meaning that at 20 feet away a person can distinguish objects that a person with healthy eyesight can at 20 feet.  Reduced visual acuity is indicated by a larger number in the denominator, for instance someone with 20/40 vision can distinguish at 20 feet what a person with healthy eyesight can at 40 feet.  In this case it may be that Cueball asked his {{w|ophthalmologist}} to use laser eye surgery to degrade his vision from 20/20 to 20/23 for the New Year (where laser eye surgery is normally used to enhance vision to become 20/20 or close to it).  20/23 vision wouldn't be debilitating or require corrective lenses, but the slight degradation might cause Cueball to mistake two similarly looking people for each other, just as a person with healthy eyesight might have trouble telling two similar people apart at a slightly farther distance.
