The only US state that both borders Canada and permits self-driving cards is Michigan. Assuming that the logic in self-driving cars prevents them from driving on streets where they are not legal, the conversation would have to take place in that state (but then again, wouldn't the car know that it is not allowed to drive in Alaska?)
