:: For rockets with side boosters, as the one shown, drag will potentially change dramatically at each staging event; when the side boosters are jettisoned they are no longer dragging on the rocket, and it's possible that the stage will have a higher ballistic coefficient because there's less surface area and not significantly less mass.
