When people say "This is the vodka (or any drink that makes them drunk) talking, it means that they wouldn't ordinarily say it under normal circumstances. But they're drunk right now, which means that they will say weird things that are not what they would normally say.

In this comic, the vodka is literally talking. Vodka can be made from many things, and potatoes in one of the ways you can make it. If Ponytail said "I'm made from potatoes," then she would be a walking potato. Or stuffed in one. Or fed to birds.

When people say "This is the vodka (or any drink that makes them drunk) talking, it means that they wouldn't ordinarily say it under normal circumstances. But they're drunk right now, which means that they will say weird things that are not what they would normally say.
