The title text is a reference to bugs that have gaps of several years between emerging from their larval state. Most famous are the {{w|periodical cicadas}}, 13- and 17-year cicadas, that only emerge every 13 or 17 years depending on species. The 17 years in the title text thus refers to the 17-year cicadas.
