I think I may have figured this mystery out: "James" is [http://www.jameszetlen.com/ James Zetlen]. He's an "old friend" of Randall's according to his [http://www.jameszetlen.com/about/ about page]. On the xkcd IRC channel (which you can read about [http://wiki.xkcd.com/irc/XKCD here]) he goes by "zetlen"; he used to go by "khmer" (or "khmer_at_work"), as evidenced by his hostname recorded [http://www.xkcdb.com/568 in this xkcdb entry] (among others).
