Hi. Speaking as a totally different IP to the one that you just had to deal with, there's really usually no point creating an IP's User Talk page to communicate with them (perhaps should mark that page to delete, again). We're pretty transient and don't have any reason to even bother to look at a "User Talk: <IP>" that we might have ever been connected with.
 
<br/>(I spotted your edit-comment admonishment, and then your creation of the Talk Page, only because I tend to review the Recent Changes log. I couldn't even know if the instigator of all this fuss is doing the same.)
 
<br/>It's a bother, I know. The one big disadvantage (amongst honest-editors... dishonest ones are naturally a different issue!) of being able to have transient IPs like me. And the one you're actually agrieved with. Although, right now, I ironically have the same sort of problem with a ''named'' user (who I'd really like to prod with a Talk comment, but doesn't have a User or User Talk page ...and I can't personally create one; or force them to check it, even if I could), so it's... complicated.
